  •  Does the Town of Danville regulate commercial vehicles parked or driven on the public street?

    The Town does have an ordinance defining truck routes and commercial vehicles on public property, Section 8-5 of the Danville Municipal Code.

    The truck routes in the Town are as follows:

    1. Camino Tassajara from Sycamore Valley Road to Blackhawk Road

    2. Sycamore Valley Road from Highway 680 to Camino Tassajara

    The Ordinance specifies that a vehicle exceeding a gross maximum weight of 14,000 pounds may not be parked on or driven off of a truck route. The exception to this rule would be for delivery purposes, construction or other authorized vehicles.

     Is there a code regulating boats, trailers, equipment and trash in someone’s front yard ?

    The Danville Municipal Code, Section 4-4 (Outdoor Parking and Storage of Vehicles, Equipment and Materials) regulates the storage of equipment, materials and vehicles on private property.

     
    The following is a description of Municipal Code Section 4-4 regulating equipment, materials and vehicles on residential properties.  Such items must be substantially screened from public view on properties zoned for residential use.  Screening may be achieved by a fence, wall, gate, door, hedge, trees, other landscaping, a combination thereof or by enclosing or removing the items entirely.
      • Equipment:  Includes appliances, tools, machinery, debris boxes, shipping or storage containers, camper shells not placed on a vehicle, or any other similar items.
      • Material:  Includes scrap metal or materials, building materials and supplies, organic or inorganic debris, household furniture or appliances, recyclable materials or junk.
      • Vehicle:  Includes cars, vans, trucks, mobile homes, recreational vehicles, motor homes, trailers, boats, aircraft, or motorcycles.
      • Exceptions: The following are exceptions to the general screening requirement established above:
       
        1. A passenger vehicle, pick up truck or van with a length of twenty feet or less and a gross vehicle weight rating of 11,500 pounds or less parked in a carport, paved driveway area or other approved off-street parking area of a residential property.
        1. Equipment or materials placed for loading or unloading for a period not to exceed eight (8) hours.
       
        1. Construction materials, equipment or vehicles parked or stored at a work site while construction is occurring pursuant to a valid building permit.
       
        1. A vehicle, equipment or material stored or parked pursuant to a valid land use permit or otherwise consistent with the Town’s zoning ordinance. 
       
        1. A recreational vehicle or motor home registered to the resident parked in a carport, paved driveway or other approved off-street parking area of a residential property for a period not to exceed 48 consecutive hours for the purpose of loading or unloading before or after a trip.
        1. A recreational vehicle or motor home registered to a guest of a resident parked in a carport, paved driveway or other approved off-street parking area of a residential property for a period not to exceed seven days, with at least seven consecutive calendar days between uses of this exception.

       

     Is there a Municipal Code regulating temporary basketball standards in the street or on sidewalks?

    Such items are defined as an Encroachment (Section 12-1.1 of the Danville Municipal Code).  An encroachment is defined as “…going on, over, or under, or using any right-of-way so as to prevent, obstruct, or interfere with the normal used of that way…”

    • When temporary basketball standards are not in use, they must be stored on private property so not to obstruct sidewalk or street usage.

     

     What is the Municipal Code regulation for temporary signage?

    The Town of Danville regulates temporary signage through Muni Code Section 32-98 to assure uniform size and safe placement of such signs and banners throughout Danville’s commercial areas.

      • Temporary/Promotional signs are intended to be displayed for a limited period of time.  A new business may have a temporary banner displaying the business name for a maximum of sixty consecutive days during the first year of business, pending the installation of the permanent sign.

     

      • Thereafter, each business is allocated 45 days of temporary signage to advertise promotional events throughout the year.  The 45-day advertisement allocation is limited to a maximum of 15 consecutive days at a time.  These signs are to advertise a special promotion/event, not the name of the business.

     

      • A “no fee” application must be completed and approved by the Town of Danville each time a temporary sign is displayed.  Click here to download a copy of the application.
      • There are three choices of temporary signage:  promotional banners, freestanding A-frame signs and temporary window signs.  A maximum of two temporary signs are allowed per business at any given time. 

        Promotional banners:

          • Limited to twenty (20) square feet
          • No two banners can face the same direction (one per lot frontage)
          • Maximum height is twelve (12) feet (measured from the finished grade)
          • Signs should not be attached to a tree or roof
          • Signs must be on site and on private property

    Freestanding A-frame signs:

          • Limited to five (5) square feet
          • Height shall not exceed 2.5 feet
          • Sign shall not obstruct a pedestrian path or be located in the public right-of-way
          • Signs must be on-site and on private property

    Temporary Window Signs:

          • Signs should not exceed 25% of the contiguous window area
          • Shall be painted on the window or may be placed on the inside of the window facing out
          • All signs shall be well designed and property installed

    *The only type of Neon/Fiber Optic Sign permitted in the Downtown area is a neon “open” sign located inside the window as long as the size is no more than four square feet.  This sign is exempt from obtaining a sign permit.

     

     Who should I call with questions about vehicles parked on the street and on private property?
    • Questions or complaints concerning vehicles parked on private property can be referred to the Town Code Enforcement Officer at (925) 314-3335.
    • Questions concerning vehicles parked on public property (i.e. streets, sidewalks) should be referred to the Danville Police Parking Division at (925) 314-3769. If a citizen wants an officer to respond to a specific parking problem on public property, call the Police Department Dispatch Center at (925) 820-2144.
