  • Council adopts Downtown Parking Management Plan

The Town Council has approved a new initiative to address parking concerns in the downtown area. At their January 12th meeting, the Council looked at a parking management plan designed to ensure plenty of parking for patrons and consumers by encouraging employees to park at the periphery of the downtown and to not occupy the most desirable consumer parking spaces within the core.

Danville Mayor Mike Doyle was very pleased with the Council’s action. He said parking has been an issue they have long studied and he feels the changes will be of long term benefit to the Town.

“It’s going to take about a year and a half to implement but once we do it’s going to be great,” he said. “It will be really beneficial to get everyone to come downtown and shop locally.”

This plan is one component of the Town’s Economic Development Strategy to promote downtown Danville as a great place to shop, dine and play because - among many other reasons - it has ample and free surface parking. Danville Transportation planners first began examining the parking situation in 2008 as part of a study done to outline where parking congestion is the highest and how best to alleviate those issues.

Transportation Director Tai Williams said that she and her staff, along with a consultant, inventoried the available parking spaces in Danville and determined that of the 2,929 spaces for use, 1,358 (46%) of them are public parking. The remaining 54% are private off-street parking.

“One of the key assets of downtown Danville is ample, free, surface parking,” she said. “But people have a perception that parking is an issue. We wanted to address that.” She added, “Our number one priority is when someone drives downtown to dine or shop, they have somewhere to park.”

Over the past few years, Danville has done much to expand available parking including an expansion of the Clock Tower Parking Lot and the creation of the Front Street Parking Lot, within walking distance of the Library, Community Center, Village Theatre and the Downtown core.

The study showed that the current level of parking is sufficient to meet the Town’s needs, however there are “hot spots” of heavy usage during peak periods of the day. The consultant conducted a survey of vehicle licenses to determine who is using the majority of the spots, and it was found that many of the parking spaces are being utilized by employees of the downtown businesses.

Transportation officials, along with the Town Council have discussed the issue at length in working to provide alternative all-day parking for the employees that would be situated away from the Downtown core and feasibly located for employees to park and get to work.

Under the plan, the time zones for the hourly parking in the downtown would be adjusted to more adequately reflect patron’s needs. In addition, the Employee Parking Permit Program would be modified to reflect a higher fee for permitting for areas located in the “hot spot” zones with higher usage, which would encourage employees to use all-day parking lots that offer all-day parking at lower fees. The new fee structure (click here for a map of the new zones) would not take effect until March, while changes to the hourly parking zones (click here for a map of the new hourly zones) would be implemented over the next 18 months.

The plan also includes three programs designed to deal with special circumstances and enforcement of the parking management plan.

    • License operators for valet parking and determine where it would be located
    • Identify and manage requests for special curb parking and designations
    • Adopt a Parking Enforcement Strategy to insure successful implementation
