The Weber Property Residential Development is proposing the construction of 22 single-family homes on a 15 acre parcel near Blemer Road. The development would also create a new street connecting Blemer Road and Matadera Way. The plan would require the rezoning of the parcel from Single Family Residential (R-20) to Planned Unit Development (P-1).
Council Approves Weber Property

During their regular meeting on July 19, 2011, the Danville Town Council approved the second reading and adopted Ordinance 2011-01, providing the final approval for the project. The applicant is currently working to fulfill the necessary requirements to allow for the issuance of a grading permit, which would initiate project construction. The applicant, Davidon Homes, has stated that they intend to being grading in the next several weeks.

Town Council Approves the Weber Project During their regular meeting on July 5, 2011, the Danville Town Council certified the Final Environmental Impact Report for the project, approved the Final Development Plan – Major Subdivision request, and approved the Tree Removal permit request. The Council also introduced an Ordinance approving the Preliminary Development Plan – Rezoning request. The Ordinance is scheduled to be on the agenda for the Council’s July 19, 2011 meeting for a second reading and adoption.

The Danville Planning Commission held a public hearing to review the Weber residential development project during their meeting on Tuesday June 14, 2011. At the meeting, the Commission reviewed the findings of the final Environmental Impact Report (EIR) that had been prepared for the project as well as the proposed development plan. The Response to Comments document, a document that provides Town responses to all of the comments on the adequacy of the draft Environmental Impact Report (EIR) that the Town received during the 45 day public review period, has been completed and is available for review. The Response to Comments document is available for review on this website, at the Town offices, or at the Danville Public Library at 400 Front Street. In addition, the date for the first public hearing on the Final EIR and the development application has been set for the Planning Commission meeting on June 14, 2011, at 7:30

What does review of a Development Application entail?

The Town must review a development proposal for its consistency with the Town’s General Plan and any other applicable Town Ordinances and guidelines. The Town must also study and understand the potential environmental impacts of the proposal so that an informed decision regarding the proposal can be made. The Town also coordinates with other agencies such as the San Ramon Valley Fire Protection District, Contra Costa County Transportation Department, and East Bay Regional Parks District to address any concerns they may have. Finally, the Town must insure that the public review process is followed so that all interested parties have an opportunity to participate in the process.

What is a Development Application?

Prior to the subdivision and development any land within the Town, the Town requires that the property owner or applicant file a development application with the Town’s Development Services Department. The submittal of the development application triggers the Town’s review of the proposed project and requires that the proposal follow a public hearing process.

What is an Environmental Impact Report (EIR)?

An Environmental Impact Report (EIR) is a planning document which evaluates the potential environmental impacts associated with a project. Typical impacts may include: traffic, air quality, noise, public services, biologic resources, water quality, visual impacts, and land use, among others. The EIR discusses these impacts and determines which ones are significant. It also describes mitigation measures to reduce the impacts to an appropriate or acceptable level, where possible.

What opportunities will I have to comment on the proposed project and/or the Environmental Impact Report?

Any interested party, organization, or agency may comment on the project/EIR at any time during the Town’s review process. Formal opportunities to comment on the project/EIR include: upon the Town’s mailing of the Request for Comments; upon the Town’s mailing of the Notice of Preparation of the draft EIR; upon the Town’s mailing of notice of public review period for the draft EIR; at the noticed Planning Commission and Town Council public hearing.
